UBD’s ICT Infrastructure Upgrade Project |
Overview
There is a need to provide business connectivity amongst the UBD community as well to other stakeholders. However, the existing services are not enough to cater for the demand for faster, quality, secure, and integrated services. This is one of the e-Government projects under the MoE's e-Education initiatives program. This project is a major overhaul in UBD’s network infrastructure and services.
Objectives of this project
The two main objectives of this project are:
- To provide better network services and facilities to UBD community
- To provide a common ICT infrastructure usable by other services
What is covered in this project?

To re-engineer the major business processes associated with the requirements contained within this specification

To design and implement the network infrastructure namely:
- new network backbone infrastructure to Gigabit Ethernet network
- new structured cabling system;
- protected wireless network access within the university with guest facility
- demilitarized zone

To upgrade, design, implement network services namely:
- email services
- storage services
- content caching services
- web services
- FTP services
- Instant Messaging services
- mobile messaging gateway services

To upgrade, design and implement ICT Infrastructure Management namely:
- Authentication
- Antivirus & Anti-Spam
- DNS
- Bandwidth management
- Multi-Layer Protection system
- Helpdesk & ICT Resources Management
- Backup & Recovery
- Network Management & Support
- Time Synchronising

To upgrade, reallocate or replace the existing network services, where necessary

To provide network management tools;

To provide reallocations of network infrastructure and server farms from the current ICTC to the new Universiti Brunei Darusslam’s ICTC building

To design and establish the technical architecture to support the operations of the proposed System;

To cater for any integration cost just in case any there is any need to engage the UBD existing system supplier or contractor to do some work

To propose a migration plan for transferring and upgrading the existing network infrastructure and services;

To rollout the proposed System to users in Universiti Brunei Darussalam, MOE, thereafter to all other Universiti Brunei Darussalam sites, and to ensure their readiness from functional, technical and user perspectives; and

To provide selected post-implementation services as required by Universiti Brunei Darussalam, MOE (including but not limited to periodic support of applications and hardware facilities and delivery of additional training). This is known as “Operations and Maintenance Services”.
What this project does not Cover
This project covers mostly UBD ICT infrastructure and services. However this project does not cover the following:
- Supply of peripherals for end-users such PCs, Notebooks, and Printers
- Upgrade of UBD’s Internet lease line from the existing 2MB line
Implementation Plan
The draft implementation plan is as below but not necessarily in sequence and may change if deemed required:
- Propose an interim solution to minimise disruption in current network services
- Design and implement new Structured cabling system at faculty level
- Change the existing backbone from ATM to Gigabit Ethernet
- Design and implement DMZ
- Upgrade, design, and implement network services
- Upgrade, design and implement ICT Infrastructure Management
- Design and implement new Backbone infrastructure
- Design and implement Wireless network access at strategic location
- Design and implement Policy and Guidelines
How long will the project be?
The project contract will be signed on the 16th Aug 2008. The implementation will start as soon after the signing and it will take at least a year to be completed. It will take a few more months for the whole system to stabilise.
What can I do to contribute to the success of this project?
Most of the work will be done quite transparently nor visible as most of them will be at ICTC. However, we may to need access to your room and computer. We’ll be laying new Cat6 cabling to your room, and installing an ICT Resource Management software into your computer. You can help us by allowing us access to these two resources.
